MHA, through Public Notice dated 30-Sep-2025, has clarified regarding timely submission of application for renewal of FCRA registration certificate in Form FC-3C.
Section 16(1) of FCRA, 2010, requires every person who has been granted a certificate under section 12 shall apply for renewal of such certificate within six months before the expiry of the validity period.
However, MHA has observed that many associations are submitting renewal applications in less than ninety days before the expiry, which does not allow sufficient time for scrutiny and obtaining necessary inputs from security agencies before the validity expires. As a result, certificates are deemed to have ceased on expiry while renewal applications remain pending and such associations cannot receive or utilize foreign contributions until renewal is granted.
Therefore, associations are strictly advised to submit their renewal application well in advance and, in any case, not later than four months before the expiry of their certificate.
